Yes? You can be aromantic and still want to solidify your bond with someone and be with someone you care about. There are other reasons to marry besides “traditional” romantic love. And you can certainly be aromantic and want/have children, that has literally nothing to do with anything. 

If you read the book Katniss literally the entire time being uncomfortable with romance and affection, wanting to avoid the love triangles, and wanting everyone to get off her goddamn back about how she has to be in love with Peeta or Gale. She only uses romantic affection when it benefits her by saving their lives or by helping manipulate gale/peeta. Also her bond with peeta doesn’t have to be allo, it’s very codependent and inevitable based on all the shit they’ve been through and how they have protected eachother and how he’s one of the few people she trusts, that can easily be interpereted as qp and explain her marriage with him. Also, the first too books do everything to set her up as aro bar actually saying it, collins only goes against that in mockingjay
