technically using ‘they’ is grammatically incorrect. he and she are single pronouns while they is plural, therefore incorrect to use in place of a pronoun intended for a single person.

if you want a gender neutral pronoun, use ‘one.’ every sentence can be refitted with a one. “if he or she wishes, it can be changed upon request.” vs “if one wishes, it can be changed…” this also shows that ‘they’ wouldn’t work here. even in the reverse, “it can be changed if one wishes” ‘they’ would SOUND right, but the fact that you can’t say “if they wishes” THAT’S when you know it’s not correct.

use ‘one’ please

Well for one that’s a lie people use they as singular in sentences all the time. “The doctor’s office called.” “oh, what did they say?" 

And for 2 shitting on others people pronouns because you find it "grammatically incorrect” is a really shitty thing to do.
